Idempotency Key Vault gives agents a short-TTL claim/get store for safe retries. claim_key atomically checks-or-sets a key (default TTL 900s); get_key looks up without mutating. Namespace isolation is server-derived. No release_key in v0. Settled in USDC on Base (mainnet): claim_key $0.02, get_key $0.01.
